Slight formatting errors in OSA update...

As most of you know by now we are using AlertNo to handle our OSA update blasts.  It was brought to my attention that on the most recent update - the announcements section only was duplicated.  I called Alertnow and we determined that becuase the content had an ampersand character in the update - it processed the content again from that point on.  Basically I will have to remove ampersand characters from future updates and we should not have this problem going forward.
